The BALAOAN WATER DISTRICT headed by the General Manager, Engr. Victor R. Obillo receives CERTIFICATE OF RECOGNITION from Civil Service Commission Regional Director Hedy Jose B. Lardizabal and Dir. Violeta N. Mendoza of the Civil Service Commission - La Union, Regional Office No. 1 during the Regional Recognition Rites of the Civil Service Commission on January 28, 2019 at the Diego Silang Hall, Provincial Capitol, City of San Fernando, La Union. The award was given to Balaoan Water District for meeting Maturity Level II in the Four Human Resource System in its Program to Institionalize Meritocracy and Excellence in Human Resource Management (PRIME- HRM).
